An exp share toggle doesn't affect the game balance in any way similar to what you're presenting as an example in your image. I would hardly call one additional toggle in a menu as "cluttering the menu".

Yes, correct. Changing the amount and/or how you receive exp would have an effect on game design. A game balance change would be something along the lines of changing the type interactions.
