I don't think it was meant to signify anything, but I think Tangela would have been a more fitting comparison. It's found near the water in kanto so I could see it being mistaken for a clump of seaweed.

Back in the 80's there was on average 44 deaths a year, atributed to Fugu fish poisoning,
nowaday we average about 0-6 deaths a year, thanks to breeding less lethal Fugus, there still about 30-60 or so cases of poisonings a year
