Charizard's moodiness was such that ETOP said the entire species is like that, but Ash's Charizard in the anime was also the product of abuse. Granted, all three of them were discarded by trainers.
Anyway it all comes down to the fact that Charmeleon surpassed Ash, and he was told not to use it. The same thing could have applied to pretty much any Pokemon, especially those two in pic related with their loads of personality.
