Your actually decent Pokemon that can outrun Slaking are few and far between. Typhlosion is only available if you don't choose Feraligatr or Meganium, Raikou is a hard catch, and Miltank and Vibrava are late game pick ups that you might not have up to snuff for the Evice fight. Espeon is the only reliable option to outspeed it.
Well, there are the Swift Swim/Chlorophyll Pokemon you can make use of, but Tropius hits like a limp noodle and Mantine's strongest Water-type attack in Gen 3 is Bubble Beam.
