Imposter Oak showing up in the radio tower doesn't make any sense; the Spaceworld plot mentions that Oak went missing awhile ago(Since he's just hiding in his lab).
The card game makes it obvious that he was a part of Rocket though yeah; and its a pretty obvious placement even ignoring that because he's a blatant villain character.
Personally i have the wack idea that he was "Gama", as reusing Giovannis gimmick seems pretty gamefreak; the evil teams boss is again just the final gym leader(Gama is listed after Red despite Kanto clearly being "the end" map wise).
The overworld sprite shows an old man, and Gama is a plant based name; Pryce is also the main villain in the manga for whatever thats worth. It would make sense that he'd use a different sprite for his gym fight as well.
Course yeah, probably just a random rocket in actual use; fun to slap on way more importance to him though. This idea would also give an obvious reason for scrapping besides "bizarre gimmick".
