We know he got brickwalled by the E4 given that it was Flint that ended up challenging Cynthia in the Champion League. Probably got rekt by Aaron who has a type advantage over his two aces.
Tobias only won because no one was prepared for his Darkrai and Latios not because of his skill. The E4's entire job is to smack down people like him.

I always head canon'd that Tobias got straight up walled by Aaron in the E4, who's team counters Tobias's pretty hard. Speed Boost + Double Team Yanmega can easily dodge the Dark Void and rack up boosts before eventually knocking Darkrai out with SE Bug Buzzes. And even if Latios can proceed to knock out Yanmega, it'd then have to break through Scizor AND Drapion, the former of which resists all of Latios's moves while the latter is straight up immune to his psychic attacks.
