Strong is a relative term anyway. Obviously it isn't when it comes to Magikarp or Zacian, but if I put Ho-Oh in a metagame where the leading playstyle are Rock Monotypes, it's gonna look pretty embarassing, even though it's a really good Pokémon. Any metagame is like that, but obviously not as easily readable.
From there, you can make a vast majority of Pokémon at least work somewhat decently. If your team is well built, it may only cost you a few arguably negligeable holes.
That's also why shit like Dracovish got the boot sooner than what's at the top of the usage charts. Lando, for as annoyingly common as he is, isn't that restrictive of a Singles Pokémon to build around. Regardless of its set it can't instantly turn things around on most teams because most teams have one or several options that can force it out. Dracovish just forced a Water Absorb mon without much commitment to that, it isn't necessarily (Although it fit very well in these teams) part of matchup fishing archetypes like Rain/Weather in general which are inherently inconsistent.
That being said they're still retarded to ignore Regenerator cores but that's a tangent for another time.
