Because no matter the team size, quality games take time, people intimately aware of and familiar with engines, all of which are antagonistic to making money quickly, with disposable teams that can be broken up and relocated before they get lofty ideas.
Because artistic integrity and quality are at odds with making as much fucking money as possible.
Because at this point, even finishing a game is a waste of money, when people will buy a half done piece of shit, and defend their poor decision to the haters. An extra year of devtime doesn't make the game that much more money, even if it makes the difference of the game being shit.

It's a mediocre shitshow that gets away with it, because the average player doesn't know how little it does, but goddamn does it let you catch the lord and savior Bidoof, and almost has acceptable presentation. PLA, more than anything Gamefreak has ever released, depends on you not remembering the past.

It also blew the Pokemon games released around it out of the fucking water, despite being made by a team that had never touched Pojemon before. It was also made a fucking decade before Pokemon Sun, and the series has not substantially improved in any area in that decade, and has in many areas not caught up.
