Fuck, Nintendo doesn't even tell them how to make it, as they've NEVER told them how to do it (just to do it quicker, they wanted Pokémon 2 in '97 and had to settle for GS in '99 with Blue version and Special Pikachu edition made to keep interest in the games up until GS, as they had to delay the anime until it was ready).
TPC is a marketing arm, they handle everything Nintendo, Game Freak and Creatures don't want to waste their company hours on and was set up by Iwata to do just that, run the TGC, organise the anime, make spin-offs while Nintendo went and merchandised their direct IP's, game Freak stuck two fingers up at every iiot who thought Pokémon was going to be a fad and Creatures in-grated themselves more into the dev cycles of the games, to garner an extra income stream. The fact the CEO of TPC thought the Switch would fail proves TPC don't have a say inn production of Pokémon games, as if Ishihara did have a say in fund allocation for projects, there's no fucking way he'd have greenlit SS when he didn't even think the system was going to live. Just look how long it took him to get TPC-produced games onto Switch, when he'd gotten Pokémon games onto DS before Game Freak were able to get theirs on in the mid-2000's.
