It's not just Johto detractors, die hard Johtofans who played and loved the games on release wanted Gen 2 mons to show up more often. Gen 3 being a soft reboot was a direct response to this (also notice how Skamory, Slugma, Marill are far easier to get in RSE)
The real bullshit is that Johto is singled out for this when Sinnoh is arguably worse especially the with new mons being locked behind honey tree bullshit and nearly all the new evolutions being locked being post game items or require the dual slot (Kalos sort of had this issuebut Kalos has an excuse since at least the encounters include pokemon from all generations while Sinnoh as a weird biases towards Gen 1)
