Houndoom can solo 3 of johto's gyms so I can see why wanted you to get it later on in the game. Should've been in that badlands route after blackthorn.

Houndour/Houndoom would be hands down one of the best Pokemon you could get in the game if implemented in Johto. Either that or they wouldn't have made him as good as they did to begin with
