Why did Tentacool never get a 3rd form that makes it not be garbage random encounter trash like Crobat did for Zubat?

I mean, Golbat is good enough stat-wise specially for kanto standards, it's just that being a beakless flying type and a poison type in gen 1 meant it couldn't have a good movepool.

Their english names are made to sound like "tentacle", so an evolution of tentacruel would probably be called tentacrake or tentacrown, if anything.

The typing means he can't be killed easily and most of his weakness besides ground are hard one shot due to his bulk
