if i had to guess, they're empathetic beings. it did seem like the stronger the emotion, the stronger their illusion and magic fuckery was. examples being the Entei, being her replacement father. and Delia who got hypnotized by them. all because she wanted her parents back.
or they're just using telepathy, and don't give a shit either way. I don't know, but i wouldn't say they're omnipotent.
or once they create something, they don't want to stop whatever illusion they made. hence why they went haywire, because they're false reality was being denied.
one last hypothesis, it wasn't the Unown going haywire. but the power of their Hidden Power (which is called Awakening Power in japanese) was so intense, that it caused things to go crazy.
all that being said, and all the lore posts behind them, we know Arceus was first. and he created the Unown. and according to legend, it shaped the Pokémon universe using its 1000 arms. but Arceus doesn't literally have 1000 arms, which we can infer from all the previous knowledge, that Unown are its 1000 arms.
