Two possibilities:
1. That person is skilled enough to demonstrate the skill and the capable Pokemon copies it through demonstartion. Example: Some HMs like Cut, Rock Smash, and Strength

2. The person IS using a TM/HM but doesn't give it away, instead choosing to have trainers visit them so they can teach the move in person (maybe they're lonely idk).

I always figured the disc just went in the PC or some sort of reader, and thus you could only use a TM on a Pokémon that was stored digitally (which I guess technically included Pokéballs). Although that begs the question why they aren't reusable.

i remember one time i had an ORAS match with my friend and i hard countered his double team spamming mons by laying down toxic spikes and he complained about it the whole match

I always thought this was cool, but it would make more sense if the TM was something you used while the Pokemon was still in the ball. That's how I always imagined it working when I was a kid and I'm honestly surprised it's never been depicted that way.
