Unown and the babies are extreme, but Gen 2 mons as a whole wasn't worse than Gen 1 mons (they were represented well in OU, and even shit like Ledian were functional for ingame (t was never the best choice or even particularly good, but not a complete fucking joke like it is now).

>>51082530 is true, it explains everything. Game Freak probably hates everything about Gen 2, because of the executive meddling that occurred when making the Gen 2 Pokemon. They probably DO see them as nothing more than filler shitmons to make the Pokemon from Gens 1 and 3 cooler.
