For ADV OU, the Baton Pass rules are that Baton Pass is fine, but Smeargle can't use it and Smeargle also can't use Ingrain and Mr Mime is banned from OU but not UU and you can only have 3 Baton Passers per team who can only pass 1 stat each and you can't have Mean Look or Sticky Web on a Baton Pass mon.
They really bend over backwards to justify not banning the move outright because Baton Pass is such a big part of the ADV OU meta and because dry passing was pretty much the only form of momentum before U-Turn existed.
