Sinnoh Starters should've gotten megas.

However, Kalos starters should've gotten megas... And the new Megas/Primals from ORAS should've been patched into XY.

They didn't get megas as I think the ME plot was originally supposed to be some outerworldly bullshit affecting select species of 'mons before getting binned for what we ended up getting.
The meta reason is Game Freak knew they didn't need to shill what essentially would shill itself for being new and shiny.

Didn't get them because Game Freak wanted all the attention to go to Greninja.

Didn't get them because the starters get something in the Gen 5 remake (though it wont be as good as Megas)

Didn't get because Sinnoh as a region is already one of the strongest (Strongest Pseudo, God as a legendary, Responsible for Power Creep, Cynthia, etc) The starters getting megas would make it overshadow King Kanto

Didn't get them because Game Freak hates Johto and its fans, Game Freak considers Gen 2 Pokémon to be lame kiddy filler make Gen 1 and Gen 3 look better, and Johto only exists to prop up their precious Kanto and make every other region look bigger and stronger.

Kalos shouldn't have gotten megas because GF never intended to keep megas.
Chances are, the starters we ended up getting would end up as the mega forms, and there would just be an awkward in-between stage for the final form. Something like these.
Not designing new Pokemon with their megas in mind means that the mega just felt like a little more, rather than something the Pokemon would be fundamentally incomplete without.
