He has some legitimate concerns he wants to bring up to Arceus like why is there so much suffering in the world, I think the average person would want to ask God that, but it quickly turns into arrogance where he wants to control Arceus and thinks he can make a better world than Arceus can. While Cyrus has a much more twisted and sinister reason behind his goals, Volo really wanted to make a nicer world, but he comes off as an insane individual and is strangely ok with with erasing the current world and everyone in it.
