Dragon is unironically perfect for a first gym type.
First stage dragon types tend to be weak as shit, and it resists all of the starter types, so it teaches kids not to just spam STAB moves.

In a way there are still limitations your level 10 wont be beating any level 45 and that is assuming you are good at Pokemon

It's not like this is an action RPG where you can overcome level differences by gitting gud.
