Not really, it defeats the point of a traditional gym "order", but the lack of scaling opens new possibilities, like being able to use totally different teams for different gyms, which wouldn't be realistic if they scaled. Even if you could choose the order you did the gyms in, you'd be locked to using the same team as the levels got higher. Or grinding to train newer Pokemon up to the right level. The lack of scaling ends up giving the player more choice.

This is good because you can journey toward the farther ends of the region to get what would typically be endgame mons and come back and battle with them for your playthrough, instead of having to unlock each gym to progress to the later areas.

It would be pretty absurd to let you explore but not let you catch Pokemon. Level gating Pokemon in the Wild Area made some sense, but it wouldn't make sense if the game is one big Wild Area.

If you're putting in the effort to cheese the later gyms then overleveling is a matter of course anyway. You're complaining about a problem no one is going to ever have to deal with by accident. If this does happen to you and you don't like it then use lower level Pokemon. They're almost certainly bringing back being able to box Pokemon from anywhere so swapping your team on the fly shouldn't be a problem.

gyms don't scale, so there's no way in hell they're going to let you catch high-leveled late game pokémon right off the bat.

This is from the story page on the official site. The line "You can purposefully seek out a stronger Gym Leader, or you can simply stop by a Gym that happens to be located in a town you came across on your journey." heavily implies that some are set to always be stronger than others meaning they don't scale.
It is not 100% confirmed but the implication is there and this is the official source its stemmed from.

It's OK
Gyms are only one of the three main quests anyway so there's still a point in visiting the farther areas first
What really should matter is wether wild pokemon are scaled and wether you can catch high level mons at any point or not.

Doesn't mean there's no scaling. It could mean that gyms and areas scale up, but not down.
So if the first badge you get is from gym 5, gyms 1-4 will scale to the level of gym 6 while gyms 6-8 stay the same.

They let you do it in Legends, and this is clearly based on that in more than a few ways. I distinctly recall very early on in my playthrough fucking around just going as far as I could into the wild, then throwing a pokeball at an alpha that was insanely over leveled and I caught it no sweat. It didn't break the game for me because it was balanced around people doing stuff like that. I'd imagine that if they know what they're doing, you will also be able to catch way over level Pokemon in this game but it won't let you steamroll everything because the in-game battles or stats scaling or whatever they end up doing will make it so that isn't quite as easy to do

I feel like there’s still some kind of weird scaling, though. If you watch the trailer again, Cititan doesn’t have any level. At all, unlike the other battles you can see in the same direct.
That’s what makes me think there’s still some scaling for the gyms, but probably not for the overworld. Still, don’t expect the game to be hard.
