Funnily enough, aside from the very first game (which was created before they knew they were getting more entries yet still married up with the chart), every other Fire starter since has been able to be related to the Zodiac, including the Gen II starter being changed mid-development from a bear to Cyndaquil.
Oh and the part you ignore is the design briefs start with "we want an X-like animal, that is bipedal and has Y as the theme". You convienently gloss over how every Fire starter's design brief resulted in a creature that fits within the Zodiac regardless of how they went about turning a chicken to a guy in a feather costume or a chimp into a monkeyman.
