It's not. Even going by "fanfic" its was solidly OU for the first 4 Gens, and was even Ubers viable in certain points. Even now with Powercreep being worse than ever, and Game Freak going out of their way to shit on Gen 2 Pokemon Kingdra is still usable in OU.

It's just a swift swimmer with golduck stats and a second type. Yes it has one of the best typing and abilities in game, but has relatively low bst due to power creep

IIRC, Kingdra was one of the main reasons on why Drizzle + Swift Swim was banned on gen V.

Seadra is such a cool design and should've had the dragon/water type, but it seems they were settled on the Horsea line being enemy trainer fodder in gen 1
