For much of history Spain was a rival to France on the same level as England, if the weapon wasn't aimed at Galar then apart from Germany I can't think of many other places it could had been fired at that would make historical sense. Kalos also had that one city with the big crystal in it, it wouldn't surprise me if in fact the energy from the Ultimate Weapon is what created terastalizing. The crater is also located right where Madrid would be, and this would segway nicely into a south Kalos dlc.
I don't think Gamefreak ever did something like this where the lore of one region is connected to another though, so it wouldn't suprise me if this is all pure coincidence.
