Bob wasn't a great parent by any means, but he never actively made Chris worse. He was just passive, and so he died neglected before the worst of Chris came out.
Barb was definitely emotionally and probably sexually abusive toward Chris. She was the worse parent by far and the main reason Chris turned out that way, so it's almost fitting that she'd bear the brunt of him.
