It simply has the classification of “Legendary Pokemon” in the dex description, in the same way that Bulbasaur is “Seed Pokemon” or Squirtle is “Tiny Turtle Pokemon”, and in the Yellow and Stadium entries it’s said to be considered a legend in China.
It’s grouped with the legendaries in that image from the anime most likely because they saw the Pokedex entries about it being considered a Legendary Pokemon and figured it should be present.
