I believed it even more when I managed to get to the truck myself - after all, why on earth would there be a truck (a unique object seen nowhere else in the game that had a surprisingly detailed sprite) hidden offscreen in an otherwise inaccessible area? Generally, games back then encouraged exploration - especially through means that required experimentation, and especially in missable areas - and when you actually find something unique like that, there's usually some kind of payoff or reward. Since Mew was the only pokemon mentioned but not otherwise seen in the game, it was a reasonable assumption that this one unique truck seen NOWEHRE else in the game and hidden in such an odd area that requires you to do something you normally wouldn't do to make it possible to get there later would have SOMETHING to do with the mystery pokemon. If Mew itself wasn't under the truck, then the idea that a clue or something that would eventually lead you to it being there instead made perfect sense at the time, especially to an 11-year-old kid. It wouldn't be the first game to do that - 90's games were full of shit like that.
