Improve player character involvement. Make it so that the trainer can grow hundreds of times their size and just blow the fog away.

Defog is honestly the weakest of the HMs imo since I wouldn't expect a Pokémon to empty a whole area of fog or other clouding substance, unless it works like Flash where only the area closest to the player is affected.
