Bug would still be kind of bad after my changes but it wouldn't be as bad. A perfectly-balanced type chart would simply be boring symmetries, not interesting at all, so it's fine if some types are weaker than others. There just shouldn't be any as bad as Bug and Ice are right now.

Make steel immune to fairy, but lose its resistances to water and grass
Water is now weak to ice, and freeze dry does bonus damage
Finally, have steel be weak to psychic

You're right, it's not that simple.
Otherwise introducing Fairy would've fixed everything.
Strong types should be getting weaknesses to mediocre or even decent types.
Like making Fairy weak to Normal, as an example.

Normal not being SE against anything is kind of a sacred cow and I don't think it'll ever be changed.
