When sexuality was no longer adequate to describe identity, as it mostly focused on orientation, rather what a person 'feels like they are', gender was grabbed and used for what people think they are.
Sex remains biological, sexuality is who you want to fuck, gender is what sex you 'feel like' you are. In context to the pokemon games, we're talking about biological sex.
But you can't just have the word 'sex' in a pokemon game, and market it to the west.
Genderless is just sexless, and should have been used for a lot of plant mons.
Imagine the mechanic of leaving a genderless Sunflora in a daycare with any bug type pokemon to give you a new sunkern, as the floral pokemon was pollinated by the insect.
This would have been a nightmare to code onto a GB cartridge, and probably even more difficult to get children to understand. Although those children would have probably grown up a bit smarter.
