Isn't that the whole point behind Zoroark's gimmick? So I don't see it as being ghost. Although I see it as being more ghost than psychic, and more fairy than ghost, out of the options given by OP.
As a 'normal yokai'. I'm fine with it just being Fire type, to be honest.
