This is the 4th member of the legendary beasts. There was a 4th member on the burnt towet, but unlike the other 3, this one was not brought back to life by Ho-Ho.
Now its looking for revenge, and only the other 3 members of the legendary beasts can stop him.

It's a ghost type, some say it was an eevee before dying.
