In contrast, Kyurem-B had been OU Gens 5-7 and is even DOU today because it was far from OP. Most players saw that Kyurem-B bad a terrible movepool and typing that greatly hindered it.
Once Kyurem-B got Dragon Dance and Icicle Spear, the community voted on banning it because now it was OP.

Like I said before with Kyurem-B, there would need to be a reason to actually unban it. Having 106/130/154 bulk with Multiscale, Roost, and actually decent offensives is not on anyone’s radar for being fine in OU. And it has nothing to do with Lugia being a Legendary, and instead has to do with Lugia being too good for OU.
Something actually did happen with Zamazenta-C however, where is was suspect tested in OU because it has a weak movepool, is easily walled, and can’t hold an item. It remained banned, and if Zamazenta-C is too good for OU, then Mewtwo and Zacian-C definitely are too good as well.
But I’m glad you’re slowly realizing Smogon bans things based on merit, with you wondering why Lugia isn’t banned.
