You can do that with patch updates. It's not uncommon for modern games to be drastically changed by patches and DLC, sometimes their balance or entire systems are reworked radically.
Changing NPC teams, item locations, and adding small story events would be considered small updates in many modern games.

Those things are only meaningful for people who bought late or frequently restart save files. Most people just keep their current save file because they invest a lot of time into it. Plus, it might create some issues in save flags in whether you triggered a new event or not, and preventing it from triggering when you're only meant to see it before beating the main game.

DLC can only add on to an already flawed game. Maybe the content is good like the SWSH DLC but the base game is still shit. Also if you want to have the full game you need to pay 90 bucks.

Emerald and Platinum fundamentally fix core issues with the original game's design. You can skip the original games and buy the definitive version with the fixes and extra content.

The SWSH DLC was suprisingly fun and pretty engaging. All the new character and Pokémon were great, and them actually letting you chase the Legendary Birds with their own little trials was fucking cool

The PLA DLC, while not as significant, was very much appreciated. A Battle Tower with unique rules is always something I look forward to.

Gotta go with DLC, and I feel it makes the replay value even better.

I prefer DLC. Going through a slightly different version of the game is really just a pain in the ass, it was kind of cool as a kid when Platinum did it but then it was a fucking slog every time after.

The nice thing about 3rd versions was having a "definitive" edition with changes to the original game's performance, visuals, story elements, etc. But it would be ideal if the games were just that good from the offset. Like Gen 2.

I really liked Isle of Armor and the ice place, but third versions have their charm too. If i had to pick, I'd go with DLC since I don't have to start a new game and play for 5+ hours before new stuff starts to appear.

if you want multiple playthroughs with tangible differences they can make split versions have meaningful changes instead, or god forbid, have ingame choices that change the plot.
