The thing with RED in Gold/Silver was like this:
First I expected Red to be Pkmn-League champ - he wasn't
Then I was hyped for him to be the Veridian City Gym Leader - he wasn't
When finally finding him, I was wondering what he has to say and what kind of person he is - Nothing, because they don't want to ruin the self-insertion of the previous main character. Lastly I was hoping his team would consist of the 3 legendary birds and Mewtwo - it didn't.
Don't get me wrong, it was a great moment to fight Red, but he could have been a final boss with a bit of a story.
He's a non-character who went missing and hasn't talked to his friends and family in 2 whole years. I felt really bad for him.
