>>51167952Japan loves using "donut lips" because to them it's just a way to stylize the way thick lips look, regardless of the race of the actual character. In fact, I've seen it on Japanese characters way more often than black ones in a lot of Japanese-made media. The historical significance just isn't there because "black face" wasn't really a thing in Japan the way it was in America, so they still use it. But the picture here is so shitty and blurry that it probably isn't donut lips, since Pokemon's art style doesn't use donut lips at all, if ever (and no I don't give a fuck about if it ever happened in the anime). As for the color: that's just makeup, dark-skinned beauty gurus love putting on bright colors that contrast with their deeper skin tones because it gives it a really glamorous "pop" if the makeup product being used is good. It looks like she's got on a eyeshadow as well, so it probably really is just lipstick.
I almost guarantee if someone on social media complains about this, they're 90% sure to be white.
