I may have missed Cynthia trying to invoke giratina instead of trying to stop Cyrus? and Cynthia is also less knowledgeable than Cogita. Obviously, she's also like the last remain of Celestials in Sinnoh, so she's the only one that can keep their legacy alive .
Volo instead needs Cogita himself for knowledge, that he uses at his advantage, opposedly to Cogita... So still Cynthia maybe slightly comparable to Cogita, but not to Volo
