It makes more sense biologically and a uniqueness factor.
Not only would it just be stupid and inpractical to use the wheels on a creature, but you also refence how species in evolution carry traits from their ancestors. Whales as an example actually have feet and hands still because they were once land mammals. It also just makes both legendaries unique and highlights their differences in the era they are representing. Koraidon doesn’t have real wheels since it comes from an era that had not invented the wheel yet, while Miraidon uses a jet to show off the technology of the future.
Also making it so they would have wheels, you would both bitch about how GameFreak is lazy, and think that Koraidon running and Miraidon levitating would be cooler.
