I remember seeing it on the anime special with Oak and Richie, the one kicked off by the Legend of Thunder three parter. I was also shocked when it was in the games, and didn't know it dated back to like, Gen 2 maybe?

And inanimate objects are always either given life by the same ray or possessed by a ghost Pokemon, which is actually the pokemon itself at the end. Just like the ray, cause knowing the Pokemon lore, I know it ends up being the manifestation of the creature that shoots it.
