I have a Blue cart that loads, but all text boxes merely make glitchy sound and GB Operator can't dump a properly working ROM. Is there any saving it?

Get a soldering iron and carefully re-flow all of the solder joints around the chips. Same thing happened to mine, doing this a few years ago fixed it and it still works now. The ROM's hardly ever go bad, usually it's just the joints.

It could be either bitrot or disconnected legs on the ROM chip.
I'm thinking the latter, which is fixable if you know how to solder decently. There's no way I could describe all the steps in posts here safely so I'd recommend looking up videos of reflowing the solder on ROM chips.
