Other than the sparkledog eveelutions it looks fine, but it also just looks like Legends Arceus with the numbers filed off. Same visual style, same gameplay, same environments, same giant angry Pokemon, same time traveling MCs, etc. The whole point of PLA was to do something (relatively by Pokemon standards) new and fresh, so why would you want a hypothetical new Legends game to just be a rehash of the first one?
If it were me, I'd do Pokemon Heike Monogatari. Have it set immediately after the Poke-Genpei War, with the plot revolving around calming the ghosts of fallen samurai and their still living Pokemon who have been corrupted by their former masters' grudges. The main villain would be a surviving member of the Taira clan wants to use Celebi to go back in time and reverse the course of the war. Have the visual style be a little gloomier to match the mood of the Tale of the Heike and more stylized than usual for Pokemon so that it feels like you're being told a story. Maybe take some inspiration from Mount and Blade and have mass battles against armies of samurai ghosts.
