It looks like a combination of an older ship captain hat with some of the newer white ones with the wave at the front representing the emblem.
You're the one seeing what you want to see and trying to make the connection after the fact. In reality, this is yet another case of GF designing a Pokemon with one theme, getting someone else to design a the evolution, having that retard fuck it up and design something with a completely different theme based on what they interpreted from looking at the original design and not talking to the person who made it, and then rationalizing it afterwards. They've got a reputation of doing this from Gen 5 onwards. Even when the designer may "technically" be Sugimori for the entire line, from how different the line is from stage to stage you can tell that he got some underling to help him.
