Now of course, its possible that there are some Pokemon who just aren't capable of working their vocal cords like that (Like a Regi), but I'd hazard a large sum of them could if a non special Meowth could. A pokemon like Scorbunny, I could absolutely see being able to learn how to speak English.

Besides if your goal as a Pokemon is to be seen as more than a pet or your trying to be more like a person with person level interest...it would be a good thing to lean how to speak English (or whatever language is local).
