Because...
...First place: there always been clearly fairy pokémon and they should not be clumped in the normal type or whatever.
...Dragon was too op and needed to be nerfed somehow.
...Poison and Steel needed to be buffed offensively.
...Fairy type pokémon are nice.
...Since the addition of fairies in 2013 we now have the same amount of physical and special types (the moves of all types can be either, but the themes of each type itself are clearly there)
...18 is a much better number than 17.
