No, they're from Zangoose. Game Freak is just fucking retarded and retconned Zangoose's claw colors so now Seviper's design is inconsistent. It's the same reason Zangoose has "red scars" because Seviper has a red tail tip and fangs.

They stopped doing that partway through gen 2's development, dipshit. The art came first. And yes, gen 3 sprites are rife with color mistakes including Pokemon made in gens 1-2.
