The problem with how you define counter is that you assume you’ll have best case scenarios happen and don’t think beyond “Thunderbolt do damage to Gyarados!”. Pokemon is a 6v6 game, sometimes being pick 4 or 3. If your strategy revolves around making yourself go from a 6v6 to 5v6, you are not winning many games unless you use it to set up. What’s worse is that while they got a free kill on your Pokemon, killing your opponent’s Pokemon isn’t so easy since they are still using a 6 Pokemon team (with 2-3 others in some formats). You also just assume your opponent will just throw away their Pokemon.
It’s why Smogon defines Counter as a Pokemon able to switch in safelty and threaten the opponent out. If you can’t do that, then your opponent likely just gets a free kill and has a massive advantage.
