The game sold on its concept not its quality.
Of course by the time the series finally got good it was already years behind other RPGs, but the concept remained and remains as strong as ever. Pokemon is not the best it was just the first.

It's not like the game wasn't beloved by kids and adults when it came out, right? A game can't be successful with only concept, it needs execution too and Red & Blue were great games. That or being bundled with a system like Wii Sports, but Red & Blue weren't bundled
