GF's design philosophy very much aged poorly, that is true. I just feel a little embittered by it because They could have made the "Do it in any order" sequence after defeating Morty work phenomenally, by doing a similar thing to what they do with rivals: The team responds to a certain in-game condition.
For rivals, it's your choice of starter. For the Gym Leaders, it could've been how many badges the player had. Chuck, Jamine and Pryce should have had 3 different teams each, depending on if the player walked in with 4, 5 or 6 badges.
That more open way of doing things is admittedly very hard to pull off with how Pokémon games work in terms of progression. Your Pokèmon's levels only go up, and trainers have set teams. There would need to be some sort of procedural generation of trainer battle teams, and a Wild Encounter level-scaling where the wild pokemon sort of level with you.
With that sort of design, Johto could even have been made to open up after Violet City, with Falkner sort of being a 'Tutorial Gym' to familiarize the player with gym leaders.
You know I think ROMHacking might be advanced enough to do that by this point. Has this been made before? If anyone ITT knows of one please let me know, seems fun as fuck with tons of replayability.
