At least with Megas, they were hand-crafted. Some Pokemon actually become worse off with their Mega Forms, such as Mega Garchomp. Megas also were handcrafted to have variety. Z-moves did have unique effects for status moves, but they were mostly used as a one time wallbreak offensive Pokemon, while Dynamax was the “short bus” version of Z-moves and removed unique status effects.
Honestly, the problem isn’t that everyone getting it means the rich get richer. Terastal is a mechanic that everyone gets, but it also greatly benefits all types of Pokemon. Would you rather Terastallize Articuno or Garchomp? Now that’s more interesting and less automatic. With Dynamax, you would almost always Dynamax the Garchomp is 90% of scenarios, while the 10% would be a weird offensive driven set. But with Terastal, the choice is either bring a Pokemon that’s shit because of its typing and fixing it, or using it on a Pokemon with an already good typing, but could be used to dodge an Ice Beam.
