It should at least be voice acted like a Zelda game where you get little bits of dialogue sounds, enough that you can put a voice to your silent reading. Pokemon is the most archaic shit.

You can't change the dub language, only the text, TPCi does all the dubbing, and you can't skip or mash through dialogue anymore because GF wants you to listen to the voice acting.

It really doesn't. Good voice acting can be a huge boon, but bad voice acting can be an even bigger detriment, and potentially even ruin the entire experience. Nintendo's recent track record with voice acting is mediocre at best. It did nothing but hurt Breath of the Wild. It's understandable to want voice acting, but to say that the series needs voice acting is just flat-out wrong. All but the absolute best performances will be inferior to whatever the characters sound like in your head. Thinking that a game needs voice acting is just admitting you have a complete lack of imagination.
