There would be no incentive to use other types if you could just steamroll everything with an unresisted typeless attack. They would have to balance it by making Normal-type moves no longer benefit from STAB or something

I would've said jusr remove it's weakness to fighting. keep the ghost/normal relationship because it's mutual.

OP's change would make it simialr to Ghost. Ghost is only resisted by Dark and Bug/Fairy/Fight but most ghost mons can pick up fighting to cover their1 resist and immune.

Ghost is not the only option but my point stands.
Normal on the other hand needs fight/ground to cover rock+steel an in general needs to work more for coverage.
